Effective June 1, 2019, Transport Canada, Canada’s national civil aviation authority, legislated under Part IX of the Canadian Aviation Regulations (SOR/96-433) that all RPAS pilots must be licensed to operate drones weighing between 250 g and 25 kg, regardless of the intended use.

The Canadian Aviation Regulations (2019) define two types of sRPAS pilot licenses for drones in this weight category: Basic and Advanced.  The primary differences between these licenses involve the airspace in which pilots are permitted to conduct flight operations and the complexity of operations they are authorized to perform.

  • Basic sRPAS Pilot License – Allows operations only in uncontrolled airspace, which is airspace not under the control of an air traffic control centre.
  • Advanced sRPAS Pilot License – Required for operations in both controlled and uncontrolled airspace, including flights in proximity to aerodromes.

Controlled airspace is managed by an air traffic control centre and is commonly found around airports and aerodromes in mid-to-large Canadian cities.  To operate legally in these areas, pilots must hold an Advanced sRPAS Pilot License.  Without this certification, they are restricted to uncontrolled airspace where air traffic control is not actively managing flight paths.
