Effective June 1, 2019, Transport Canada introduced Part IX of the Canadian Aviation Regulations (SOR/96-433), establishing licensing and operational requirements for RPAS pilots in Canada.

Under Transport Canada’s RPAS framework, pilot certification and operational privileges are based on the type and complexity of the operation. These include Basic Operations, Advanced Operations, and Level 1 Complex (L1C) Operations.

  • Basic Operations – Generally applies to lower-risk operations conducted in uncontrolled airspace and away from people.
  • Advanced Operations – Required for operations in controlled airspace, near people, or in proximity to aerodromes.
  • Level 1 Complex (L1C) Operations – Applies to more complex RPAS operations requiring additional knowledge, operational planning, and a flight review.

Controlled airspace is managed by an air traffic control centre and is commonly found around airports and aerodromes in mid-to-large Canadian cities. To operate in these areas, pilots must hold the appropriate RPAS pilot certificate and meet all applicable operational requirements.
